POSITION SUMMARYThe Senior Property Manager oversees all functions of the property, including supervision of staff, responding to Agencies, and overall well being of the properties. The Senior Property Manager is directly supervised by the President and Vice President of Section 8/President of SHP Management Corporation. ESSENTIAL FUNCTIONSDuties may include, but are not limited to the following areas:Directly supervise the property managers throughout the portfolio, and support them in all aspects of housing (leasing, selection, certification, daily problems, evictions, etc.).Responsible for maximizing economic occupancy throughout the assigned portfolio, through effective unit turnover, waiting list management, rent collection and special claims processing.Recommends non recurring maintenance or capital replacement projects throughout the year (emergency) and prior to annual operating budget submission to state agencies. In addition, recommends property improvements directly related to increasing the marketability of Responsible for the implementation of the preventative maintenance program at each property, including routine maintenance, work orders, annual and seasonal maintenance items, budgeting capital projects and emergency situations.Ensure all sites meet reporting submission deadlines for internal and external reporting.Assists Property Manager with preparation of bids and contracts, with recommendations, before presenting to main office for final presentation to Housing Authority for approval.Review tenant wait list to make sure it is being properly managed; approve and ensure implementation of a plan to attract new applicants if necessary.Monitor delinquency levels monthly and approve legal action where appropriate.Assists Property Manager with tenant complaints and following up in a timely manner.Holds tenant meetings when necessary for informational, educational or any other pertinent purpose.Conduct periodic site visits (both planned and unannounced), to include completion of Quarterly Reports.Identify and recommend areas for improvement necessary for successful preparation of Agency reviews (MOR) and REAC inspections through the review of Quarterly Reports, file reviews completed by the Compliance Department and site visits by senior staff.Ensure site staff is following appropriate SHP and HUD policies, including the adherence of Fair Housing regulations.Recommends training for site personnel when necessary.Performs other job related duties as required. MANAGEMENT DUTIESResponsible for hiring new staff, including the approval of non-direct reports (i.e. maintenance, property assistants).Prepare (or approve, for indirect reports) all performance reviews including salary increase recommendations.Prepare and implement Performance Improvement Plans, Discipline and Terminations. QUALIFICATIONS: SKILLS & ABILITIES Industry experience, certifications (ARM, CPM through IREM, etc.)A minimum of three (3) years of multi site supervision of 500+ units requiredIn depth knowledge of affordable housing programs, preferably Section 8, requiredDemonstrated competency with Microsoft Office; Real Page, YARDI or other property management software requiredMust be able to work effectively as a member of a diverse teamEffective written and oral communication skills requiredThe Candidate must be able to work effectively as a member of a diverse team.
